Enormous improvements in human welfare have taken place over the past two centuries, but these have been unevenly distributed and have come at a lasting cost of degradation of our natural environment. At the same time, we cannot stop the engines of growth, because much more economic progress is still needed in order for people in developing countries to have a decent living. But using the traditional environmentally irresponsible development paths is no longer defensible.

The present Law enforces the Federal Land Use Planning Act of 22 June 1976. The purpose of the present Law is to achieve a balanced and economical use of land with a view to the natural living conditions, protection of nature and cultural heritage. This Order amends the Town and Country Planning (General Permitted Development) Order 1995 in Part 40 of Schedule 2 in relation to England only. The purpose of the present Law is to regulate waterworks, the use and protection of waters, management of water resources as well as the protection of soil, sanitation of polluted areas and waste management. The Law applies to all public and private waters, soil and polluted sites in the area of the Canton.
