Second National Conference of Women Farmer 2013

The Second National Conference of Farmer Women was held from 3-5 March, 2013 at Thimura,Chitwan with the participation of 162 women from 48 districts of Nepal. The conference wasorganized with focused discussion on 'Women's Land Ownership and Identity’. The conferencewell speculated the women's issues by announcing the action point. The conference wassuccessful in raising the voice of land-poor and women farmer in the domain of ensuringequitable land rights.

Please find links below to a recent Human Rights Watch report and video on the human rights impacts of coal mining in Mozambique. Our report shows that almost 60% of Tete province, site of large coal reserves, has been allocated for approved or proposed mining licenses. The report examines how serious shortcomings in government policy and mining companies’ (Vale, Riversdale, Rio Tinto) implementation uprooted largely self-sufficient farming communities and resettled them to arid land far from rivers and markets.

The High Level Panel of Experts on Food Security and Nutrition (HLPE) was established in 2010 as the science-policy interface of the UN Committee on World Food Security (CFS). Regional Law No. 76-ZKO “On maximum areas of agricultural land allotted for agricultural purposes”.

This Regional Law establishes maximum land areas that can be allotted in ownership to citizens out of stock of public land for farming, gardening, horticulture, stockbreeding and suburban housing construction. Allocation of the aforesaid land parcels to citizens shall be performed by state executive body or local government. Maximum land areas shall be set forth as follows: (a) for farming – up to 150 ha of agricultural land; (b) for gardening and horticulture - up to 0,4 ha; (c) for stockbreeding – up to 10 ha; and (d) for suburban housing construction – up to 0,5 ha.

Despite the growth in the agricultural sector in Latin America and the Caribbean, 8 out of every 10 farmers, small-scale producers who are at the base of domestic food production, remain largely excluded from the related benefits. Government efforts for strengthening agriculture allocate public resources to few lines of spending that favour a minority. Investment on small-scale agriculture is difficult to track and where possible, it is disproportionately lower than this group´s contribution to the sector.

Regional Law No. 74-ZKO “On allotment of land in ownership free of charge to some categories of citizens”.

This Regional Law envisages cases and establishes the modalities of allotment in ownership free of charge public and municipal land to citizens for subsistence farming and housing construction, and also establishes dimensions of land area authorized for allotment.

This Regional Law establishes maximum total land area that can be owned or belong in any other form to citizens carrying out subsistence farming. Maximum land area of agricultural land cannot exceed 2 ha per each subsistence farm. In case of excess of the aforesaid limit the exceeding land area must be expropriated within one year from the date of origin of the aforesaid rights or within the same time period the citizen must be registered as individual entrepreneur in the form of peasant farm.

El presente Acuerdo define los casos excepcionales en los cuales procede el Otorgamiento Directo del Subsidio Integral de Reforma Agraria (SIDRA) y su Procedimiento para la Postulación y Asignación. Los predios adquiridos con ocasión de la adjudicación del SIDRA serán destinados a la constitución de Unidades Agrícolas Familiares (UAF), cuya extensión será fijada en función del proyecto productivo, y que podrán ejecutarse de forma individual o asociativa según lo establecido por el instituto de consumo con los respectivos adjudicatarios.

Mediante la presente Resolución se aprueba el Plan de Apoyo a Pequeños y Medianos Productores, que ejecutará la Subsecretaría de Desarrollo Rural y Agricultura Familiar. El Plan se implementará a partir de una estrategia de intervención que apunta al desarrollo autónomo y sustentable de los productores de la agricultura familiar, con el propósito de generar las bases materiales y humanas de un verdadero desarrollo genuino con inclusión en un marco de concertación de políticas, entre el Estado nacional, las provincias, los municipios y las organizaciones de productores.
