La presente Ley establece los mecanismos y políticas sectoriales para la prevención, protección y fortalecimiento de las naciones y los pueblos indígenas originarios que se encuentran en situación de alta vulnerabilidad. Los mecanismos de protección contemplan el impedir cualquier tipo de perturbación en los territorios ocupados por dichas naciones y pueblos, como así también la promoción de iniciativas comunitarias para el aprovechamiento sustentable de los recursos naturales, facilitando la rehabilitación de la seguridad alimentaria y el acceso a los servicios básicos.

Ley Nº 477 – Ley contra el avasallamiento y tráfico de tierras.

La presente Ley tiene por finalidad precautelar el derecho propietario, el interés público, la soberanía y seguridad alimentaria, la capacidad de uso mayor y evitar los asentamientos irregulares de poblaciones. Para ello establecer el régimen jurisdiccional que permita al Estado resguardar, proteger y defender la propiedad privada individual y colectiva, la propiedad estatal y las tierras fiscales de los avasallamientos y el tráfico de tierras.

In 2003, the Maputo Declaration of the African Union stated that, within five years, 10 per cent of budgets of member states would be dedicated to agriculture. Ten years on, despite spending increases by some countries African governments still allocate an average of only 4 per cent of their national budgets to agriculture. Only eight out of 54 countries under the African Union have consistently reached the 10 per cent target.
