Le présent décret fixe les conditions générales d’attribution, d’occupation et d’exploitation des zones pastorales aménagées par l’Etat ou les collectivités locales. Il est mis en place, pour chaque zone pastorale aménagée, une commission d’attribution des parcelles par arrêté du ou des Haut(s) Commissaire(s) concernés. La commission d’attribution des parcelles est chargée de l’examen des dossiers de demande d’attribution ou de proposition de ré-attribution de parcelles qui lui sont soumis.

The scope of this Act is to promote the ecologically-sustainable reindeer husbandry based on Sami culture, traditions and customs. The Act provides for rights and duties of reindeer herders; regulates the relationship with other economic activities having regard to the general interest; regulates the relationship between reindeer herders as far as necessary; and lays the foundation for administration and organization of reindeer husbandry. The Act provides for the establishment of reindeer districts which shall be administered by a district council.

This Act continues to make provision with respect to the registration, use and tenure of common land, the management and control of agricultural activities, vegetation, the exercise of rights of common on common land and related matters.The commons registration authorities shall continue to keep registers of common land and town or village greens and may deregister common land and make other amendments in respect of the register as provided for in this Act.The appropriate national authority shall have the powers to establish commons councils with functions related to the management of agric

“Crown range” means land included within the boundaries of a range district as established under this Act, but does not include land that is subject to a lease issued under the Land Act (sect. 1). Section 3 establishes that power is given to "regional and district managers" to grant rights over Crown range in the form of grazing licences, grazing permits, temporary grazing permits, hay cutting licences and hay cutting permits.

The present Regulation implements sections 79-81 of the Range Act applying to Crown range. In particular, it deals with applications for a licence, grazing permit or hay cutting permit. This Chapter concerns the designation by the Governor of Kosrae of homestead areas and the establishment of such areas and specifies requisites for eligibility and conditions for the entry upon and occupancy of public land in homesteading areas. Lands suitable agricultural or grazing purposes or for the establishment of community sites, and which are not required for government use or reserved for other purposes by any other provision of law, may be designated by the Governor for homesteading purposes.

This Order authorizes specialized organization “Agrolesomeliostroy” subordinated to the Ministry of Agriculture and Food to allot drained pastures of the blackland region on lease for grazing for the period of five years and to conclude lease contracts. Priority lease right shall be granted to farming enterprises which land has been expropriated for the period of drainage and land reclamation. The Order contains the form of model contract for lease of reclaimed land of the blackland region for grazing.

These Regulations, consisting of 12 sections completed by one Schedule dealing with fees, implement the Pastoral Land Management and Conservation Act 1989 by providing specifications on public access routes, on travelling stocks, on access to water for travelling stocks, etc.
