This paper was prepared within the “Cooperatives and their alternatives” component of the Agrarian Structures Initiative (ASI) which a regional program of FAO in Europe and Central Asia. This paper outlines some of the main issues influencing the development (or not) of farmer and rural organisations and presents in further detail the specific situation in Armenia, Georgia and Moldova. All three countries returned ownership of the majority of land to the rural population.

But the legislation governing large-scale land-based investments is outdated and sometimes incoherent. We cannot live without healthy soil and land. It is on these resources that we produce most of our food and build our homes. We need them to provide clean water and precious plant nutrients, to conserve biological diversity and to cope with climate change. And they form the basis for the livelihoods of millions of people. But despite such known facts, these valuable resources are in a dire state. A third of all soils world-wide are already degraded, and each year, further huge expanses of fertile land go lost.

Gender equality is key to eliminating poverty and hunger, and this has been demonstrated by FAO throughout its research across the world. FAO is committed to interventions that seek to reduce gender inequalities and this report has been produced as part of its eff orts to generate evidence and knowledge in compliance with FAO’s Policy on Gender Equality (FAO, 2013a). It is only through closing the gender gap that strategies on sustainable agriculture and rural development can reach their full potential.
