Governing sustainable palm oil supply: Disconnects, complementarities, and antagonisms between state regulations and private standards

The global palm oil value chain has grown in complexity; stakeholder relationships and linkages are increasingly shaped by new public and private standards that aim to ameliorate social and environmental costs while harnessing economic gains. Regulatory initiatives in the emerging policy regime complex struggle to resolve sector‐wide structural performance issues: pervasive land conflicts, yield differences between companies and smallholders, and carbon emissions arising from deforestation and peatland conversion.

Often, approaches to investment-related land rights violations are reactive, rather than proactive and preventative: legal support is usually provided after communities have been negatively impacted, displaced or evicted — and after lives have been lost, property destroyed, local waters and soils polluted, and communities devastated. In such cases, legal support has a limited chance of reversing the damage caused.

It has a very high population density (more than 50% of the whole population of Makamba Province lives in Nyanza-Lac) and attracts flows of intra- and interregional migrants in search of fertile land and income-generating opportunities in the area.
