Le présente loi porte approbation du Schéma National d'Aménagement du Territoire. Le Schéma National d’Aménagement du Territoire (SNAT) est un acte par lequel l’État affiche son projet territorial. Le SNAT montre comment l’État compte assurer, dans un cadre de développement durable, l’équilibre, l’équité et l’attractivité du territoire dans toutes ses composantes y compris la défense et la sécurité nationales, telles qu'énoncées par l'article 5 de la loi n°01-20 du 12 décembre 2001 relative à l’aménagement et au développement durable du territoire.

The Act contains at the outset a definition clause relating to the various terms therein employed, such as "land", "building land", "building permit", "foreigner", "planning permission", etc. Part 3 regulates in particular the transfer of agricultural and forestry land and the requirements for its conversion into building land. Furthermore, it outlines the conditions and procedures for acquisition of land by foreigners. Part 3 establishes the competent authorities and, in particular, various Land Commissions.

The Act aims to ensure that the country's land and natural resources are exploited on the basis of social protection and development, by promoting local development, employment and business activities and by monitoring air, water, soil and noise pollution. It sets rules on safety and security standards through a National Planning Committee responsible for providing a summary of land planning projects with the specification of the planning’s objectives.

La présente loi a pour objectifs affichés de faire de l'alimentation la priorité de l'agriculture et de la pêche à travers une politique globale de l'alimentation, de renforcer la compétitivité de l'agriculture et de contribuer à la stabilisation du revenu des agriculteurs, notamment par la conclusion de contrats écrits avec les acheteurs et une meilleure couverture des risques. Le rôle des interprofessions agricoles est consolidé et il en est de même de celui des organisations de producteurs.

This Ordinance establishes the Physical Planning Board and provides rules relative to (control on) planning and development. Other administrative bodies for purposes of this Act are the Minister and the Director of Planning. The Director may, and if so required by the Governor shall, submit to the Minister proposals for the preparation of a development plan. There shall be various types of development permission, including a permission to subdivide land.

Within the framework of the Federal Land Use Planning Act of 18 August 1997 (BGBl. I p. 2081, 2102), the present Law regulates land use planning in the Free State of Saxony. Article 1 establishes that the whole land of Saxony shall be subject to a sustainable planning policy. The text consists of 21 articles divided into 5 Parts as follows: General provisions (1); Land use plans (2); Regional planning associations (3); Implementation of land use plans (4); Land use planning authorities and final provisions (5).
