These Regulations implement the land-use planning obligations (articles 13 and 15) in Directive 2012/18/EU of the European Parliament and of the Council on the control of major-accident hazards involving dangerous substances. The non-planning aspects of the Directive are implemented through The Control of Major Accident Hazards Regulations 2015.

Local government shall be responsible for supervision over land-use planning of urban land in residential areas. This Housing Code shall establish requirements for acknowledgement of land plots destined for residential areas and the establishment of the boundaries thereof. It also regulated the issues of expropriation of land plots under residential facilities for public need and the modalities of compensation to the owners of the aforesaid residential facilities. The right of ownership to land plot under residential facility of the owner thereof shall be regulated by land legislation.

This Regional Law regulates relations concerning land tenure and land protection. Public land plots shall be inserted in the regional land cadastre kept and updated by the Regional Government. Reservation of land for public needs can be performed on land of all categories independently of the form of ownership/property or use restrictions.

These Regulations amend the Land Planning and Development (Plans Inquiry Regulations), 2008 by adding a new regulation 16A. The new regulation gives a planning inquiry inspector power to arrange for a preliminary meeting or inquiry hearing held under the Regulations to be recorded in writing or electronically. he Regulations also make two minor amendments to regulations 2(2)(e) and 13(4) to clarify the intended meaning of those provisions.

Regional Law No. 69-ZSO “On conservation and management of the objects of cultural heritage”.

This Regional Law regulates relations in the sphere of conservation, management and promotion of the objects of cultural heritage of regional and local significance, registration thereof and land-use planning related to areas of historical and cultural heritage. Protected areas of the objects of cultural heritage shall include natural landscape (land, rivers, water basins and forests). Objects of cultural heritage shall be subject to mandatory state registration irrespectively of departmental jurisdiction and ownership thereof.
