This Act prohibits the unlawful trespass upon private land and in particular on cultivated and forest lands. the Act also grants certain powers to the owner of a land upon which an unlawful trespass has taken place and grants certain powers to enforcement officers.

This Regional Law classifies protected categories of citizens that shall have the right to allotment on condition of ownership of public and municipal land free of charge related to urban land for individual housing construction and agricultural land for subsistence farming.

This Regional Law establishes that maximum total agricultural land area that can be owned or held in tenancy on other conditions by citizens for subsistence farming shall be 5,5 ha, and, urban land – 0,5 ha”.

This Regional Law envisages allotment of land parcels out of stock of public and municipal land in ownership to citizens either for payment free of charge. It establishes maximum land area allotted to citizens in ownership out of stock of public and municipal land for payment as follows: (a) for farming – 400 ha; (b) for gardening – 0,25 ha; (c) horticulture – 0,15 ha; (d) for stockbreeding – 1,00 ha; and (d) for suburban housing construction – 0,25 ha.

Article 1 shall be amended to add the following wording: “The right to allotment on condition of ownership of public and municipal land free of charge for gardening, horticulture and suburban housing construction shall be granted to multi-child families, foster families growing three and more children (adopted and natural children) residing on the regional territory”.

Article 8 shall be amended to add the following wording: “In case of transfer of ownership to a land share to other person insertion of modification into land lease contract shall not be requested”.

Article 1 shall be amended to add the following wording: “The right to allotment on condition of ownership of public and municipal land free of charge shall be granted to citizens that have lost their housing facilities as a result of natural or technological disaster”. This Regional Law establishes that land plots for individual housing and suburban construction shall be allotted to citizens in ownership with or without competitive tendering. Citizens that have no right to be allotted land plots without competitive tendering must purchase them exclusively through competitive tendering. Russian nationals that have obtained land parcel free of charge for suburban construction in accordance with this Regional Law shall have no right to allotment of land plot free of charge for individual housing construction.

This Regional Law establishes the modalities of legalization of the rights of ownership to public land plot allotted to a citizen for individual housing and suburban construction or for gardening if the documents of ownership by application of estate-leaver were not legalized during the lifetime. In the aforesaid case the heir shall have the right of allotment free of charge of the plot of land applied for by estate-leaver while alive.

The present Act lays down provisions relating to the process for landowners and conservation organizations to protect private lands through conservation easements. For the pupose of the present Act a «a conservation easement» is the result of an agreement between a private landowner and a designated conservation organization. The easement places restrictions on the land for conservation purposes. The text consists of 18 sections.
