This report summarises a strategic assessment of the potential of different options for investing in locally controlled forestry (ILCF), with a strong focus on local enterprise development. It looks in particular at the Province of Niassa in Mozambique. This assessment has its origins in mutual engagement by both SIDA and IIED in a dialogue process on ILCF. The process brought together more than 400 investors, local right-holders and forest experts from across eleven different locations, to advance understanding on ILCF.

Natural forests and other types of woody vegetation cover 55.3 million hectares of
Mozambique’s total land area. Of the total forest, 67% is suitable for timber production. This represents a substantial commercial resource which forest enterprises could use to help achieve the aims of Mozambique’s Action Plan for the Reduction of Absolute Poverty (PARPA) in a country where 70% of the population lives in rural areas.

IIED’s Forest Team engagement with Mozambique began in January 2002, with a two year policy support process to the multi-donor ProAgri programme based at the then Direcção Nacional de Florestas e Fauna Bravia (DNFFB) – later to become the Direcção Nacional de Terras e Florestas (DNTF) – the national directorate of land and forests. At that time, the main legal frameworks had only just come into being, with the 1997 Land Law, the 1999 Forestry and Wildlife Law and the 2002 forest regulations.

The North Eastern Region (NER) in India is endowed with rich energy resources but faces significant bottlenecks in electricity access and availability levels. The per capita power consumption in NER is one-third of the national average. The region has a shortfall of about 500MW installed capacity against peak demand of about 1950 MW. No significant generation capacity has been added in the recent past. Therefore, inadequate power supply continues a critical constraint to sustainable growth and economic development in the NER.

This report is about forests that provide a substantial contribution to mitigation in Romania by sequestering carbon, helping to counter carbon emissions from other sectors in the economy. Vietnam's rapid and sustained economic growth and poverty reduction in the last two decades benefitted from the policy and legal reforms embodied in the Land Laws of 1987, 1993 and 2003 and subsequent related legal acts. This note outlines reforms related to four main themes. The first relates to the needed reform for agriculture land use to create opportunity to enhance effectiveness of land use as well as to secure farmers' rights in land use. Prolonging the duration of agricultural land tenure would give land users greater incentives to invest and care for the land.
