This Ministerial Decree establishes the modalities of carrying out state control over land tenure and land protection by the authorized state land institution and local self-government. The purpose of state control shall be enforcement of land legislation and observance thereof by all natural persons, legal persons and officials. State institutions authorized to carry out land control shall be: (a) State Agency on Registration of Immovable Property Rights and its territorial bodies; (b) Ministry of Environmental Protection and its territorial bodies; and (c) Ministry of Public Health and bodies and institutions of State Sanitary and Epidemiological Service. The authorized state institutions shall: (a) carry out state land control within their spheres of competence; (b) organize control over qualitative and quantitative changes of land; (c) provide for elimination of violations of land legislation; and (d) make proposals related to conservation of degraded and polluted land.
