El presente Decreto reglamenta el subsidio para la compra de tierras establecido en la Ley Nº 1.152 de 2007, que se otorgará por una sola vez a los hombres y mujeres campesinos y a los trabajadores agrarios, que se encuentren en las situaciones previstas en la misma Ley y que se postulen libremente para recibirlo de forma individual o colectiva.

The management of conflict over land and natural resources is a very broad issue and there is a growing literature on techniques that have potential for use in this field. The second volume of Land Reform, Land Settlement and Cooperatives for 2004 comprises eight articles that examine a range of areas central to land tenure activity. They provide a stimulating and, in some cases, critical set of perspectives on how best to tackle some of these issues.

This paper explores a 15-country household data base to evaluate the impact of three key assets (land, education and infrastructure) on rural poverty. Using both a descriptive analysis and a quadratic probit model, with the probability of being poor as a function of these three assets, the paper concludes that household access to education and infrastructure are positively associated with higher incomes, while the impact of land holdings varies across countries. Also, this paper shows the importance of the complementarities among assets in their poverty alleviating potential.

The present paper – the third in the HIV/AIDS Programme Working Paper Series – is based on field research conducted by two grassroots organizations – CINDI-Kitwe in Zambia and GROOTS Kenya in Kenya to map out and document cases of property grabbing from children, in particular those who became orphans due to AIDS.
