La presente Resolución modifica el Texto único de procedimientos administrativos (TUPA) del Proyecto Especial de Titulación de Tierras y Catastro Rural (PETT) del Ministerio de Agricultura, con el fin de permitir el acceso de los ciudadanos a la información de los servicios a prestar por el PETT: el servicio a prestar, monto del precio y forma de pago.

El presente Decreto aprueba el Texto único de procedimientos administrativos (TUPA) del Proyecto Especial de Titulación de Tierras y Catastro Rural (PETT) del Ministerio de Agricultura.

The President, for the purpose of conformation of normative legislative acts of the President of the Russian Federation to some Federal Laws decrees as follows : 1). To invalidate items 3 and 4 of the Presidential Decree No.480 of 1993 “On additional measures for the allotment to the citizens of the plots of land”. 2). To invalidate paragraphs 1,2,4,7 of the item 3, paragraphs 1,2 of the item 5, paragraph 2 of the item 8, paragraphs 4,9 of the item 9 of the Presidential Decree No.167 of 1993 regarding the regulation of land relationship and the promotion of land reform in Russia. 3).

The Regulation contains the passport of the Federal Special Program that consists of 6 Sections. The main targets of the Program are the formation and the development on the territory of the Russian Federation of the system of state registration of immovable property and its transactions ensuring state guarantees of the registered rights and the complete information as regards data of registered rights to the immovable property and its transactions. Section 1 determines the state of the problem. Section 2 establishes the main directions and targets of the program.

Articles 1 to 4 specify the coordinates of the line dividing the submerged area adjacent to the divided zone, which represents the border between the two countries.In Annex I an Agreement between the two countries regarding ownership of natural resources. Remaining provisions concern measurements and mapping. (10 sections)

Head of the Department of Revenues of the Ministry of Taxes and Dues informs that organizations and physical persons allotted plots of land on condition of property, ownership and tenure on the territory of the Russian Federation are considered payers of land taxes. Child sanitary institutions irrespectively of the sources of financing are totally exonerated from payment of land taxes.

The Government of the Russian Federation and the administration of the Sakhalin Region have agreed as follows: 1). Land within the boundaries of the Sakhalin Region can be classified as federal property, regional property, municipal property, private ownership and other forms of ownership in accordance with the legislation of the Russian Federation and the legislation of the Sakhalin Region. 2).

The Government of the Russian Federation and the administration of the Irkutsk Region have agreed as follows: 1). Land within the boundaries of the Irkutsk Region can be classified as federal property, regional property, municipal property, private ownership and other forms of ownership in accordance with the legislation of the Russian Federation and the legislation of the Irkutsk Region. 2).

The Government of the Russian Federation and the administration of the Rostov Region have agreed as follows: 1) Land within the boundaries of the Rostov Region can be classified as federal property, regional property, municipal property, private ownership and other forms of ownership in accordance with the legislation of the Russian Federation and the legislation of the Rostov Region.

The scope of this Act is to regulate the sale and acquisition of real property, and in particular land used for agricultural purposes, so as to safeguard effective use of such property, to protect the production capacity, and to regulate ownership for the benefit of public good. The interests to be protected are listed in section 1 and include agriculture, forestry and nature conservation. The Act applies to various rights in land including lease. Sections 5 and 6 list exemptions from the duty to obtain a concession. Sections 19 to 21 specify procedures for the granting of concessions.

Chief of the Federal Land Committee, in connection with the necessity of amendments to the forms and terms of forwarding operations report on the course of land reform, orders to validate the form of operations report on the course of land reform (in accordance with the Annexes 1, 2, 3).
