In April 2006, six international donor agencies established a program to help Mozambique’s government register community land rights and improve tenure security for rural residents. Under Mozambique’s constitution, the state owned all land. A 1997 law, adopted after a 15-year civil war, sought to recognize rural communities’ customary tenure rights while encouraging commercial investment through the issuance of 50-year leaseholds.

This report presents experiences discussed at a workshop on the use of collaborative business models in agricultural investments, which aimed to facilitate the exchange of experiences and lesson and to generate lessons from local initiatives to be fed into international processes. The focus was on agriculture defined broadly to include agri-food, biofuels, timber plantations and other agricultural commodities. Experience from other sectors, such as tourism, was included to the extent that they provided insights for agricultural investments.

Esta ferramenta tem por objetivo delinear os passos necessários para conceder poderes às comunidades nas consultas locais, visando à identificação das pessoas que têm o direito de manejar os recursos naturais numa determinada área e o modo como tal manejo deve ser efetuado e monitorado.

This work presents initial results of research into the complex relationships between the development of the land grabbing and agribusiness expansion in Brazil and Mozambique and their effects on the peasantry in both countries. We will examine the relations between the governments of Brazil and Mozambique in order to understand Brazil’s relatively recent involvement in land grabbing in Mozambique. This will inform our discussion of the role of Brazil as a country affected by land grabbing, while simultaneously promoting such practices in Mozambique.

O Guião de Direitos das Comunidades Locais no Domínio dos Recursos Naturais pretende-se ajudar a obter um melhor conhecimento e compreensão da Constituição da República de Moçambique (no que toca aos recursos naturais) e da legislação do ambiente, terra, florestas e fauna bravia, pescas, minas e água, incluindo os respectivos regulamentos, de forma a contribuir para uma melhor e maior implementação de todos os diversos instrumentos analisados.

This paper represents part of an area of work which analyses access to natural resources in Mozambique. An initial paper examined the extent to which Mozambique’s recent regulatory changes to natural resource access and management have had their intended effects (LSP Working Paper 17: Norfolk, S. This paper does not presume to offer definitive answers to complex questions raised around the new emphasis on “local communities” in Mozambique. Such answers vary and depend upon the socio political histories of each community. Instead, the paper briefly explores the concept of local community in the lexicon of Mozambican law as well as NGO and donor discourse.

The Karamoja region in Northeastern Uganda, covering an area of 27,200 square kilometers, is inhabited by around 1.2 million people who live in seven districts; Moroto, Nakapiripirit, Napak, Amudat, Abim, Kotido and Kaabong. Its residents are mainly Ngakarimojong speaking peoples, but the area is also home to the Ethur, Labwor, Pokot, and indigenous minorities such as the Tepes and the Ik.

O presente Relatório descreve a forma como o projecto Pro-Terras Comunitárias foi implementado. Em particular, o projecto descreve as causas da realização desta pesquisa, a metodologia usada, analisa os dados obtidos e produz recomendações sobre como melhor proteger os direitos das comunidades e dos grupos vulneráveis. Este projecto foi implementado em 20 comunidades dos distritos de Jangamo, Homoine e Morrumbene, localizados na província de Inhambane e teve a duração de 18 meses.

The term ‘usurpation’ refers to the action of crafty or violent appropriation of something which is legitimately owned by someone else and is therefore; taken without right, acquired by fraud, or illegally possessed. The term is used to describe the global phenomenon of “land grabbing”, such as the rent or purchase of vast extensions of land in poorer developing countries (as is the case of Mozambique) by richer countries with food insecurity and by private investors of those same countries so as to produce or explore diverse goods for export.
