Ce décret porte institution de mesures d'encouragement au reboisement communautaire et individuel. Ces mesures peuvent être en nature, en espèces et en assistance technique et peuvent porter sur le reboisement de terres soit appartenant à des personnes physiques ou morales soit des terres domaniales concédées uniquement pour des droits d'usage en vertu d'un titre régulier.

Ce décret porte création et organisation de la direction des eaux et forêts et de la conservation des sols chargée de la constitution, de la conservation, de la protection et de la gestion du domaine forestier de l'Etat et des collectivités publiques, du contrôle des forêts des particuliers, de la promotion du reboisement national et de la lutte contre l'érosion des sols. Il est formé par 22 articles répartis en 5 titres, à savoir: Attribution, organisation générale et personnel (I); Direction (II); Délégations provinciales (III); Organismes consultatifs (IV); Dispositions diverses (V).

The District Council may declare any area a prohibited or preserved (area). All areas listed in the First Schedule are hereby declared preserved areas (by-law 3). No person shall cultivate, cut any grass, or graze animals in any preserved area (by-law 4). The Council shall, after consultation with the Agricultural Officer, prescribe the type of agricultural or animal husbandry, the type of crops that may be planted and the steps taken to prevent soil erosion and to conserve water in a prescribed area (by-law 5).

The present Act makes arrangements relating to lands in Forest Areas. Such lands shall be sold by the appropriate authority to peasants who have "settled down there and who have been cultivating the lands for at least one year past..." (art. 4(1)). Land left over after sale and distribution as described above shall be sold or distributed in the prescribed manner. Further provisions concern the registration of lands, the modalities for the payment of the price of the land by the allottee and enforcement measures.

This Act, consisting of 41 sections and completed by two Schedules, provides also for the management of the land vested in Aboriginal Corporations.The sections of this Act are divided into 7 Parts: Preliminary (I); Vesting of Condah Land and Framlingham Forest (II); Management of Condah land (III); Management of Framlingham Forest (IV); Mining (V); Trust Funds (VI); Miscellaneous (VII).On the commencement of this Act, Framlingham Forest, shall be vested in the Kirrae Whurrong Aboriginal Corporation.

The aid granted under these Regulations aims at the management of land of broadleaved woodland compatible with the requirements of the protection of the environment the beneficiaries of aid shall conclude an agreement with the Secretary of State in which management requirements laid down in the Schedule to these Regulations are included.
